One of the most popular recreation spots in Watts Bar Lake — Sand Island — was in danger of being closed by the Tennessee Valley Authority [TVA], shut-off from the untold numbers of local residents who make the boat-trip out to the island in north Rhea County throughout the summer.
That’s when the county stepped in.
