Dogs locked in cages with no food or water. Cages covered in feces, blood and diarrhea. Dogs digging under fences in an attempt to reach food.

Those were the scenes discovered by the Rhea County Sheriff’s Department [RCSD] while executing a search warrant at Save My Tail Animal Rescue in Evensville on Thursday, according to law enforcement officials.

After reviewing conditions at the rescue, Rhea County Sheriff Mike Neal said the department had no choice but to arrest rescue owner Richard Orlowske and charge him with animal cruelty.
