The Dayton City Council failed to pass the rezoning of a group of lots from low-residency, R-1, to high residency, R-3, to clear the way for an apartment complex on Monday.
A public hearing was held on Monday before the city councilís regular monthly meeting for September and residents along Blythes Ferry Road, whose property was getting changed from R-1 to R-3, came to oppose the rezoning.
