A Rhea County man is suing the county, Rhea County Sheriff Mike Neal and several other law enforcement officials for $2 million for alleged police brutality, according to a lawsuit filed in federal district court in Chattanooga.
Monolito B. Cooper, of Dayton, claims that on June 29, 2012, sheriff's deputies used "excessive force" and violated his Fourth Amendment right against unreasonable searches and seizures, according to the lawsuit.
