The general picture of the City of Dayton budget for 2013-14 was rosy as the Dayton City Council held itís first budget workshop this year on Thursday.
However, some adjustments are required as the sewer department is operating in a deficit in the current fiscal yearís financial statement and is projected to be in the negative next year, which may result in a rate increase, city officials said.
