“There is no power but of God” (Romans 13:1), the Apostle Paul wrote to assure believers in all times and places who are oppressed by human government. God, who ordained human government for the good of man [13;3, 4], has everything under control. He both rules and overrules the course of history to accomplish His own purpose of grace. When Paul wrote these words the church was under the mailed fist of the Roman empire, which then held sway over the entire civilized world. In Daniel’s day, Rome’s predecessors in their turn had their day as world terrorists. In the Bible God predicted the rise and fall of each one of them.
